Federal programs in Surry County Schools include Title I, Title II, Title III, and Migrant Title I Part C providing additional enrichment for students and families. Title IV, Part A, and RLIS are also part of the Federal Programs umbrella.

Surry County Schools uses its federal funds to promote academic achievement and provide supplemental funds to all 11 elementary schools through Title I, school-wide programming.

Title III funds support growth in English Language Development for students and the Migrant Education Program offers assistance for students, parents, and families to be successful in the US educational system.

A common thread throughout all the federal programs is the focus on bringing home, community, and schools together so that students are ready for college and careers.

Title I

How is Title I Eligibility Determined?

Title I eligibility is based on the percentage of economically disadvantaged students in each school. Schools with higher percentages of students in need receive Title I funding to provide additional support.

Flexible Use of Funds

Title I funds are designed to be flexible and may be used to support programs and services that benefit the entire school population, including:

  • Students identified as at-risk

  • Academically gifted students

  • Exceptional Children (EC)

  • English Learners (EL)

What Types of Services Are Provided?

Title I funding may be used to support a variety of services, including:

  • Additional teachers to help reduce class size

  • Tutoring and academic support programs

  • Teacher assistants and other support staff

  • Instructional materials, supplies, and equipment

  • Pre-kindergarten programs

  • Professional development for teachers and staff

  • Family engagement activities and parent workshops

Title II, A- Supporting Effective Instruction

  • The Title II, Part A program is designed, among other things, to provide students from low-income families and minority students with greater access to effective educators. The purpose of the program is to develop, implement, and evaluate comprehensive programs and activities to address the learning needs of all students, including children with disabilities, English learners, and gifted and talented students through effective instruction. As reauthorized under the Every Students Succeeds Act (ESSA), Title II, Part A grants may be used for innovative and evidence-based activities to more effectively attract, select, place, support, and retain excellent educators in every classroom in every school.

Title II, Part A of the Elementary and Secondary Education Act of 1965, revised January 2025.

  • Title II funds are targeted toward the schools that have the lowest proportion of highly qualified teachers, have the largest average class size, or are identified for school improvement under Title I.

  • Local parents, teachers, administrators, and supporting personnel participated in the design, planning, and implementation of the Title II, Part A program.

Title III

This program is designed to improve the education of limited English proficient (LEP) students by helping them learn English and meet challenging state academic content and student academic achievement standards.

We invite all Migrant families to join us for our Parent Advisory Council (PAC) Meeting! Come learn more about the Migrant Education Program, share your voice, and connect with other families. Free books, helpful resources, and light refreshments will be provided. We hope to see you there!

  • Title I funding is provided under the Elementary and Secondary Education Act (ESEA).

  • Funding is allocated to schools based on the number of students receiving free and reduced meals.

  • All eleven elementary schools currently receive Title I funding and provide supplemental services through school-wide programs.

  • The Migratory Education Program (Agricultural Occupations) provides services to migratory students and is funded under Title I, Part C.
